                                Greetings from the Intergovernmental  Oceanographic Commission of UNESCO. 
    My name is Julian Barbiere. I'm the head of Marine Policy at IOC and also Global Coordinator for the UN Decade of Ocean Science for Sustainable Development.
    As you are aware, the mission of the Ocean Decade is to deliver the Science We Need for the Ocean We Want.
    This ambition requires working towards the development of transformative science-based solutions addressing the existential challenges of our global ocean which is being faced.

    In order to achieve these solutions to society we need to promote trans disciplinary approaches international cooperation in scientific research innovation and technologies.
    This also required interaction with all concerned stakeholders from industry policy Academia working with local communities to achieve the 10 decade challenges.

    Many of these attributes are already integrated in the program of work of KIOST, This is not a surprise that the government of Korea.
    KIOST was the first country in the world to provide support to the IOC for advancing the ocean decade framework.
    KIOST actively contributes to International cooperation by actively engaging in collaborative research sharing knowledge and technology investing in capacity building and participating in global and Regional initiatives related to science and technology.
    This cooperation is so important to address pressing global challenges related to the oceans and promote sustainable management of Marine Resources.

    On behalf of the IOC and the international ocean science committee,
    I would like to thank you for your contribution to global and regional efforts in ocean science which is so critical for sustainable ocean development and for safeguarding the security of people

    Ladies and gentlemen, warmest greetings from Kingston, Jamaica.
    it is my great pleasure to join you today to celebrate with you the 50th anniversary of the Korean Institute of Ocean Science and Technology.
    My sincere congratulations go to kKIOST for reaching such a remarkable Milestone.
    A milestone that represents not only Decades of groundbreaking achievement but also a bright future with greater ambition.
    Over these decades KIOST has made a significant contribution to International cooperation in Marine Science and Ocean Technology.
    It symbolizes the Excellence and dedication of its staff.
    The International Seabed Authority has been collaborating with KIOST for more than 30 years, as the organization mandated by the United Nation's convention on the law of the sea to organize and control all activities related to Mineral Resources in the international seabed area.
    Our collaboration with KIOST has been essential to the overall progress made in improving our knowledge and understanding of the deep sea and its ecosystems.
    Science is at the core of the work that we do at ISA so the contribution of scientific institutions like KIOST is critical.
    The data collected and knowledge generated directly informed the way that ISA as custodian of 54% of the world's seabed manages and develops the area and its resources applying a precautionary approach and for the benefit of humanity.
    Since 2020, our Collective efforts have been aimed at addressing the key strategic research priorities identified by the international community through the global deep sea research agenda that Isa is leading through the action plan for marine scientific research in support of the UN decade of ocean science for sustainable development.
    Through KIOST, the government of the Republic of Korea sponsors three contracts for exploration for polymer alic nodules polymetallic sulfides and Cobalt Rich crusts.
    Your strong commitment to data sharing research collaboration and training has enriched the scientific knowledge of the deep sea available to ISA and the International Community and in turn significantly enriched the common Heritage for the benefit of humankind.
    KIOST has also been one of the key contributors to ISA's process for the development of regional Environmental Management plans including by hosting an expert Workshop in 2020 for the Northwest Pacific Ocean.
    I look forward to further scaling up our collaboration in support of deep sea science technology development and Innovation as well as further support for our action towards women's empowerment in ocean affairs and in deep sea research. lLet's continue to dive deeper together.
    Our partnership will contribute to a new chapter in the sustainable management of deep sea minerals worldwide.

                                    Good afternoon, President Dr. Kang and all of the distinguished guests gathered in pan for this auspicious occasion.
    I am so sorry I cannot attend the anniversary in spite of very cordial invitation from Professor Ahn. so this is a very hearty congratulations for the 50th anniversary from Japan on this video message.
    On behalf of Japan Agency for marine Earth Science and Technology I would like to extend my heartfelt congratulations to the Korea institute of ocean science and technology on its 50th Anniversary.
    I believe that this occasion was made possible by the tireless efforts of the successive directors and all the staffs who have contributed to the development of KIOST today.
    Also as one who is involved in Marine Science and Technology I'm very pleased with the progress your institution has made KIOST and JAMSTEC have long contributed to the development of Marine Science and Technology by promoting International Exchange. in particular in the Asia Pacific region through deepening exchanges as Marine research Institutes of neighboring countries.
    I would like to express my sincere appreciation for the heavy responsibilities that you have been fulfilling as a driving force behind Regional Marine Science and Technology.
    Today there are many global scale issues. regarding the oceans for example we are facing many crisis that are also caused by human activities such as climate change including global warming, pollution including marine plastics and concerns about the sustainability of marine resources. in this regard the role of Marine Science in sustainable development is attracting International attention.
    I hope that KIOST will take the 50-year Milestone as an opportunity to make further strides as a world reading Marine research Institute towards solution of global and Regional issues and toward sustainable ocean.
    nNow allow me to reiterate my sincere congratulations on your 50th Anniversary.

                                    Ladies and gentlemen, it is a great honor and pleasure for me.
    On behalf of the United Nations office of legal Affairs to extend my warmest congratulations to the Korea institute of ocean science and technology on the occasion of its 50th Anniversary.
    As we celebrate this significant moment, I would like to highlight and welcome the continued commitment of the Republic of Korea to advancing important ocean issues, particularly its significant contribution to Marine scientific research. The law of the sea and marine scientific research are intrinsically linked the 1982 United Nations convention on the law of the sea provides the legal framework within which all activities in the ocean and seas must be carried out including in relation to the conservation and sustainable use of their resources and the protection and preservation of the marine environment.
    Marine scientific research and marine technology play a critical enabling role in supporting informed decision making in these areas. It is through rigorous scientific research and the development and transfer of marine technology that we depend and expand our understanding of the ocean and its ecosystems. The significant role of marine scientific research and marine technology is recognized in the recently adopted agreement under the United Nations convention on the law of the sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction, known as the BBNJ agreement.
    The research and studies conducted by KIOST, contribute to the foundational knowledge upon which we build our understanding of the complexities and vulnerabilities of marine ecosystems. This knowledge in turn guides the development of policies, laws, and regulations. I also wish to recognize KIOST important role in supporting and promoting the international legal framework governing the ocean
    Happy 50th Anniversary KIOST, we wish you many more years of successful contribution to the sustainable future of our ocean.
